Even if they could add something like that, I don't think it would be that precise. IF (a really big if) ANet launched an API to give fps, that could be done, yes, but I don't think they ever will...

Right now, no, there's no good way for me to do that. Also, there are a lot of tools out there that you can use to constantly view FPS, such as Fraps, NVidia's Geforce Experience program, and even the Steam Overlay.
